Is siberia a country or a state?

It is neither. Siberia is the Asian part of Russia, extending from the Ural Mountains to the Pacific Ocean, and the Arctic Ocean to the steppe of Central Asia. This region of Russia includes many Russian federal units like oblasts and okrugs, the Russian equivalent of states and provinces. The region of Siberia is known for its cold, harsh climate, and extensive evergreen forest (taiga) and tundra.
