Can my bank withdrew all my money from a previous negative balance?

I work in banking, and I wish I had a better answer for you, but there really isn't anything you can do. Banks have a right of offset, and they don't ever waive that right. You can pursue the bank to bring some disciplinary action onto the employee who gave you the incorrect information, but that won't get your money back.
